ASEAN Rapid Damage Assessment and Needs Analysis (RDANA) Training

A five-day training on the ASEAN Rapid Damage Assessment and Needs Analysis (RDANA) was held on October 13-17, 2008 at the Pan Pacific Hotel, Manila, Philippines.

Over 50 representatives from ASEAN Member States’ disaster response agencies, as well as delegates from the UN Office for the Coordination of Humanitarian Affairs (UNOCHA), the ASEAN Secretariat, the ASEAN Coordinating Centre for Humanitarian Assistance (AHA) Centre and USAID OFDA participated in the training.

The Pacific Disaster Center in cooperation with the ASEAN-U.S. Technical Assistance Training Facility (TATF) facilitated the said training.

The workshop was designed to equip participants with the knowledge, skills and tools to effectively conduct damage and needs assessment following a disaster.  The training conveyed techniques to accurately rank damage, as well as to relay information utilizing existing communication networks.

ASEAN’s Regional Emergency Response and Humanitarian Assistance Capacities Put to the Test in Simulated Typhoon Disaster Scenario

Simulated Exercise: Typhoon Disaster Scenario


In the early morning of 27 August 2008, Typhoon “X” with a velocity of 140 km/hour landed at Muang District, Rayong, an industrial and coastal province in Thailand. The typhoon caused heavy damage to houses, public buildings and facilities, cargo ships and fishing boats. It also damaged electricity poles, triggering a power shortage in the province. Moreover, it caused two chemical gas tanks and pipe racks in the Map Ta Phut Industrial Estate to explode, resulting in a high number of fatalities and injuries as well as damage to the environment. Typhoon “X” also caused houses and buildings in nearby provinces to collapse. The national government, directed by National Crisis Management Center (NCMC), responded swiftly to the disaster. A state of disaster was declared by the Prime Minister. In view of the overwhelming need for fire fighting capacity, and search and rescue and relief assistance, the NCMC of the affected country requested for assistance from ASEAN countries, and relevant UN and international organisations through the ASEAN Coordinating Centre for Humanitarian Assistance. ASEAN Member States responded swiftly by mobilising their disaster response assets, including search and rescue, medical and fire fighting teams. Other local and international organisations also joined hands in the operation. ”

Philippines to Participate in the ASEAN-UN International Pledging Conference & to Send Medical Team

PRESS RELEASE 

 

The Philippines will participate in the ASEAN-UN International Conference to be held in Yangon, Myanmar on 25 May 2008.  Senator Richard J. Gordon will head the six-man Philippine Delegation.  The other members of the delegation are Ambassador Noel C. Cabrera of the Philippine Embassy in Yangon, Major General Glenn J. Rabonza, Executive Officer of the National Disaster Coordinating Council, and the Department of Foreign Affairs' Undersecretary for Police Enrique A. Manalo, Assistant Secretary for Asian and Pacific Affairs Romeo M. Manalo, and Director for ASEAN Affairs Zaldy R. Patron.
